The following Terms of Competition, together with any additions or amendments as published by the Tournament Committee at the host club, will apply to this tournament.

 

1.GENERAL

a. The SGA Mandai Junior Golf Series – will be played at Mandai Executive Golf Course every Wednesday, restarting on 09 September 2020.  

b. It will be played in accordance with the Rules of Golf as approved by R&A Rules Limited and with the Local Rules approved by the Organizing Committee.

c. It will be played in accordance with SGA Tournament Safe Management Guidelines.

2. ELIGIBILITY

a. Entries for this leg are open to boys and girls who are Singaporeans or Permanent Residents

c. After the 19th Leg, these 2 age groups of eligibility shall be followed consecutively and will carry on until further notice (E.g. The eligibility for the 20th leg shall follow the 18th leg, so on and so forth).

d. Players must hold a valid WHS Handicap or Proficiency Certificate (PC)

e. Golfers who do not meet the minimum eligibility criteria may be considered for acceptance by the Organising Committee on a case-to-case basis.

f. They must conform in all respects to the Rules of Amateur Status as laid down by the R&A Rules Ltd.

 

3. TOURNAMENT FORMAT OF PLAY

a. Each leg of the SGA Mandai Junior Golf Series will be decided by different formats of play over 1 round of 9 holes

   The player with the highest Stableford points and lowest Strokeplay score in each Division will be the winner.

c. Point system used in this event's Stableford format is as follows:

  • Birdie - 5 points
  • Par - 4 points
  • Bogey - 3 points
  • Double Bogey - 2 points
  • Triple Bogey - 1 point

d. Players are required to cease in the playing of any hole if the number of strokes they have taken has exceeded the fixed score at each hole (0 points) and move on to the next hole at the soonest possible.

e. There will be two Divisions – (1) “Boys” Division, (2) “Girls” Division.

f. The OC reserves the right to alter the divisions between legs.

 

4. SIZE OF FIELD

 

a. The allocation of entries to the various divisions will be determined by the OC and is final. Field size is limited to 30.

b. The final roster/drawlist shall be based on a rotation basis.

c. The OC reserves the right to refuse any entry without assigning any reason for such refusal. The decisions of the OC as to the acceptance or refusal of any entry shall be final.

 

5.ENTRY

a. The entry fee is S$15.00 nett which is applicable only for those who are not in the SGA Junior Development Program.  All fees are inclusive of GST and must be settled/ submitted only after getting promoted from pending list to confirmed roster.

b. Participants who are not in the SGA Junior Development Program may settle entry fees via Paynow using the SGA UEN no. S61SS0189L.

c. There will be no refund of the entry fee after the closing date, except if the game is canceled due to inclement weather, wherein not all the flights were able to tee off.

d. Refunds for the players who did not make it to the confirmed roster/drawlist will be done accordingly within 2 to 3 weeks after the tournament.

e. Entries must be submitted through the official online entry form on SGA’s website and Golf Genius Portal.

f. Participants must check their emails, GolfGenius Event Portal or the SGA Website for confirmation of entries or participation.

g. The OC reserves the right to limit, accept, or reject entries.

 

6. OPENING & CLOSING DATE

a. The opening of the registration per leg is every Thursday at 9:00 AM.

b. The registration will close every Friday at 3:00 PM.

c. Late entries may be accepted at the sole discretion of the OC.

 

7. DRAW & TEE BOX

a. The draw will be made by the OC prior to the start of the tournament. All players will play from the Red tee boxes.

b. Players shall start at the time & in the order indicated in the draw. No substitution of players & changes shall be permitted after the draw has been made.

c. Drawlist will be out every Monday, 5 PM. Players must visit the website or the event portal to check their participation.

 

8. TIME OF STARTING

a. Players shall start at the time and in the order as indicated in the draw. No substitution of players and changes in starting times shall be permitted after the draw has been made.

b. The OC reserves the right to fix and/or alter the starting times.

c. Start times will be from 3:30 PM to 5:00 PM.

 

9. SUBMISSION OF SCORECARD

a. Players should check their cards in the returning area (scoring table) and ensure that they are correct and signed. Any doubtful points should be settled with the OC before returning the scorecard.

b. A player is deemed to have returned his scorecard and no further amendments may be made once he has left the returning area (scoring table) or the demarcated area where they exist.

 

10. DECISION OF TIES

a. In the event of a tie for first place, the winner shall be decided by a countback on the last 9, 6, last 3 or the final hole.

 

11. SUSPENSION OF PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 5.7b)

a. A suspension of play for a dangerous situation and the resumption of play shall be signaled using the host club’s warning system. The penalty for breach of Rule 5.7b is Disqualification.

b. All practice areas that are in open areas shall be closed during suspension for a dangerous situation until the OC has declared them open.

12. INCLEMENT WEATHER

a. In the event of inclement weather before the first flight tee-off, the round will be postponed to the following week. Therefore the succeeding rounds will be pushed forward.

b. In the event that the round cannot be completed due to inclement weather, the round will be abandoned or canceled. 

c. In the event of a cancellation due to inclement weather, wherein not all flights were able to tee off, all entry fees will be refunded.

 

13. PREFERRED LIE

 a. When a player’s ball lies in a part of the general area cut to fairway height or less (such as on the fairways’), the player may take free relief once by placing the original ball or another ball in and playing it from this relief area :

 

  • Reference Point:  Spot of the original ball
  • Size of Relief Area Measured from Reference Point:

          One Club Length from the reference point, but with these limits:

  •  Limits on Location of Relief Area :
  1. Must Not be nearer the hole than the reference point, and
  2. Must be in the general areaf

 

 In proceeding under this Local Rule, the player must choose a spot to place the ball and the procedures for replacing a ball under Rules 14.2n(2) and 14.2e.

14. ABNORMAL COURSE CONDITIONS

 

a. Relief for Ball in General Area

If your ball is in the general area and there is interference by an abnormal course condition caused by a buggy in the form of a buggy track, you may take free relief by dropping the original ball or another ball as per rule 16.1b.

Free relief is allowed when the ball is in the general area and there is interference by an abnormal course condition. The nearest point of complete relief should be identified and a ball must be dropped in and come to rest in the relief area.

 

Reference Point: The nearest point of complete relief.

Size of Relief Area: One club-length from the reference point.

  • Must not be nearer the hole than the reference point, and
  • Must be in the general area.

Player Notes: When taking relief, you must take complete relief from all interference by the abnormal course condition.

 

15. BUGGIES / MOTORISED TROLLEY

a. The use of buggies and motorized trolleys in this tournament is prohibited.
Players are to walk/carry/hand-trolley their own golf bags.

 

16. PACE OF PLAY

a. Rule 5.6b (Prompt Pace of Play) will be strictly enforced using the ‘SGA Individual Pace of Play’ policy. See separate memorandum to players for the Pace of Play guidelines.

 

17. DISPUTES OR DOUBTS AS TO CORRECT PROCEDURE

a. If there is a doubt as to the correct procedures, players are to refer to the Tournament Referee. If a Tournament Referee is not immediately available, a player (having notified his marker) may elect to play two balls in accordance with Rule 20.1c(3) and obtain a ruling at the conclusion of the round, prior to signing and the return of the scorecard.

b. No spectators (including parents) are to enter into any discussion on a matter under dispute.

 

18. SGA REFEREES

a. The SGA Referee’s decision on all matters pertaining to the Rules of Golf is final.

 

19. INSURANCE

a. All players are required to have appropriate golfing insurance. Proof of insurance coverage must be submitted together with the entry form.

 

20. GROOVE AND PUNCH MARK SPECIFICATIONS

a. Player’s clubs must conform to the groove and punch mark specifications in the Rules of Golf that are effective from 1 January 2010.

 

20. PRIZES

a. SGA National Coach, High-Performance Manager, or any member of the SGA Training & Development Committee could be present to scout outstanding Juniors. These Juniors would be invited for an official assessment by the National Coach, which could lead to them being selected for the SGA Junior Development/Junior Squad.

b. Medals will be awarded to winners of each leg.

 

21. DRESS CODE

a. Players must be properly attired on the golf course. Blue jeans, designer jeans, round neck T-shirts and tank tops are prohibited. Golf shirts must be worn and shorts must be no shorter than mid-thigh (no jean shorts).

b. This dress code will be used in conjunction with any additional dress code restrictions of the host club. Players and caddies violating this dress code will not be permitted to start the tournament.

c. A violation of this dress code by a player or caddie during the stipulated round must be rectified without undue delay or the player will not be allowed to continue play.

d. Soft spikes shoes are compulsory.

 

22. CONDUCT OF PLAYERS

a. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be.

b. Any action contrary to the spirit of the game such as abusive language, throwing of clubs, or other disruptive behaviour, will not be tolerated and may result in disqualification. If a player commits a serious breach of conduct, he may be barred from entry to future tournaments.

c. The use of mobile phones and smoking are prohibited on the course.

 

 23. SPECTATORS/PARENTS

a. Spectators and Parents will not be allowed on the golf course at all times, except for the parents who volunteered as chaperones.

 

 24. AMENDMENTS TO CONDITIONS

a. The OC reserves the right to amend these conditions of competition
