Before playing in the event you must be familiar with our 2021 Playing it Safe Tournament Protocals.

Format:  36 holes stroke play; 18 holes per day.   

 

Start Times:

Boys Championship Flight & Girls First Flight

Saturday, March 20 – Elkhorn GC -11:00 a.m. tee time start on holes #1 and #10

Sunday, March 21 – Stockton GCC - 7:30 a.m. tee time start on holes #1 and #10

 

Girls Championship Flight & Boys First Flight

Saturday, March 20 –Stockton GCC-11:00 a.m. tee time start on holes #1 and #10

Sunday, March 21 – Elkhorn GC - 7:30 a.m. tee time start on holes #1 and #10

 

Registration: There will be no registration at all; both days players should arrive at their designated starting tee at least 10 minutes prior to their start time.

 

Practice RoundPractice rounds are available for players and family.  Please call the golf shop in advance to book your time.

 

Stockton GCC:  Practice rounds will be available through Thursday, March 18th. The Junior Rate is $25 and only available after 12:00 pm, adults pay the going rate.  The cart fee is $15 per person. Please let the Pro-Shop know you are playing in the JTNC event when booking your practice round.  

 

Elkhorn GC:  The Junior Rate is $15 on weekdays and $18 on weekends, adults will pay the going rate.  The normal cart fee is $25 per cart. 

 

Food Service:  A box lunch will be available both days for players.  

 

Stockton GCC:  The restaurant inside the clubhouse will not be available. Stockton GCC also asks that no parents loiter in the building if waiting for thier players to finish. The snack shack will be providing the box lunches starting at 11 a.m. day one and at 10 a.m. day two. The snack shack is located near the front gate, intersecting holes 6,7,12,13. 

 

Elkhorn GC:  Box lunches will be aviable to pick up inside the grille starting at 10:30 a.m. on day one and at 12 p.m. day two. The restaurant will close at 7:00 p.m.

 

Range: The range will be available to players for a BRIEF warmup prior to their rounds.  Players will be able to arrive at the range 30 minutes prior to their starting time.  They will have 10 minutes to hit balls and then will need to leave the range as the next group will be arriving.  The putting green is open for pre round warm up, the players should go from the range to the putting green; they can hit putts for 10 minutes prior to heading to their tee. 

 

Elkhorn GC: A basket of range balls will be avaible to pick up inside the pro shop no more then 30 minutes before your tee time. Please provide your name and they will cross it off the list.  

 

Stockton GCC: Pyramids will be provided on the range. 

 

Second Round Pairings:  Second round pairings will be available after all first round scores are posted.  The pairing will be available at jtnc.org on the contestant information page.

 

Rules of Play:  The 2021 Rules of Golf are in effect and are supplemented by the JTNC rules card.  The committee will provide any additional Local Rules needed on the tournament days. It is the individual player’s responsibility to know the conditions of the competition. 

 

Time of Starting:  Players are responsible for showing up and ready to play on time to their correct tee. The player will be penalized for arriving after their time and disqualified for showing up after 4 minutes 59 seconds after their starting time.  The official starting time will be posted at jtnc.org.

 

Late Appearance:  It is the responsibility of the players to be at their assigned tee at the time that the Committee orders play to begin.    The course will not page players to the tee. 

 

Walking:  Players must walk at all times, except as authorized by the Committee.  Caddies are not permitted.  Pull or push carts are permitted.  Spectator carts are prohibited. Handicap carts will be available. Individuals must have documentation and be cleared by the JTNC staff. For questions contact Haley at hwhitbeck@ncga.org.

 

Dress Code All players must be properly attired both on the golf course and on the premises of the club.  Blue jeans, designer jeans, T-shirts and tank tops are prohibited.  Golf shirts must be worn and shorts must be of appropriate length (no jean shorts).  This dress code will be used at all JTNC competitions in conjunction with any additional dress code restrictions of the particular golf course involvedA violation of this dress code must be rectified without undue delay or the player will not be allowed to continue play. Spectators violating will be asked to change or leave the club.

 

SpectatorsSpectators must wear proper attire while at the club. Please see the clubs Dress Code policy.  Spectators may wear anything that fits within the club policy.

 

Spectators are currently limited to one specatator per player.

 

The use of electronic devices should be limited to areas where their use will not distract players on the course. Spectators must maintain at least 25 yards from the players and avoid even the appearance of imparting advice or assisting the player in any way. A spectator may approach a player briefly to hand clothing, food or beverages to the player, but should not have prolonged conversations. Please walk ahead of the group you are following and stay in the rough or near the cart paths. Do not delay groups by walking slowly. Spectators must stay off the greens and out of the bunkers at all times. Spectators violating these policies may be asked to leave the course. Spectator carts are prohibited.  

 

Scoring: Players are expected to download the USGA TM app (or GolfGenius). The GGID for the group is available on the scorecard PDF available above. This GGID will also be texted to each player and available with the starter.

  • Within the group, players should enter scores for one other player. If someone does not have a phone available, players must ensure at least one player in the group is entering scores.
  • At the end of the round, all players in the group must confirm hole-by-hole scores posted online are correct. This can be done using the Leaderboard in the app or online in this event portal.
  • Any issues with scores after leaving your group must be communicated to staff via text, call or email no later than one hour after the final group has entered the 18th hole scores. After that time, the scorecard is treated as officially returned and certified. Staff contact information is available in the Notice to Players linked above.

Code of Conduct – Flagstick: The flagstick must not be moved or deliberately touched by hand during the round, including with a gloved hand or a towel wrapped around the flagstick. Any player who deliberately ignores this code of conduct policy will be considered guilty of Serious Misconduct (see Rule 1.2b), the penalty for which is Disqualification.

 

Holing Out: Both courses have a foam insert that allows the ball to fall into the hole part way, while making the ball easily retrievable to minimize shared contact points. The foam is treated as part of the flagstick, and if any part of the ball is below the surface of the putting green and is resting on that device or leaning against the flagstick, the ball is treated as holed. However, a ball that hits the foam and does not come to rest with any part of the ball within the hole below the surface of the putting green is not holed.

 

Preferred Lies in Bunker: When a player’s ball lies in a bunker, the player may take free relief once by placing the original ball or another ball in and playing it from this relief area:

  • Reference Point: Spot of the original ball
  • Size of Relief Area Measured from Reference Point: One club-length from the reference point, but with these limits:
  • Limits on Location of Relief Area:
    • Must not be nearer the hole than the reference point, and
    • Must be in the same bunker.

In proceeding under this Local Rule, the player must choose a spot to place the ball and use the procedures for replacing a ball under Rule 14.2b(2) and 14.2e.

 

Deciding Ties: All ties will be broken by the USGA recommended method of matching scorecards (Committee Procedures, Section 5A(6)).

 

Withdrawals & No ShowsPlayers who enter a JTNC event and wish to withdraw for any reason MUST notify the JTNC/NCGA staff at the Rules and Competitions department at (831) 625-4653. Failure to notify the JTNC/NCGA will result in a NO SHOW and the player will receive a one-year suspension from all JTNC events for the following calendar year following the infraction. A player who only contacts the course and NOT the JTNC/NCGA will incur the suspension.

 

Footwear: The Local Rule as prescribed in Section 8 of the Committee Procedures is in effect. Model Local Rule G-7. Penalty for breach of Local Rule – see Rule 4.3.
