NOTICE TO COMPETITORS

 

This information supplements the Championship entry, the Local Rules and Conditions of Competition for PSWGA Competitions and the latest edition of the USGA Rules of Golf.


CHAMPIONSHIPS: 18 Hole Stroke Play to determine the qualifiers for match play flights. General numerical draw will be used to determine matches with all matches at 18 Holes. Match Play will begin on Tuesday and conclude on Friday. When each match is decided, play must be discontinued and players must leave the course.


TIES: Ties for the last place in the Championship Flight(s) will be determined by a hole by hole play-off at stroke play. Positions in the draw for those players involved in a play-off will be determined by the order in which their “original qualifying scores” were returned. If it is impossible to decide the order in which those scores were returned (as in 2 players qualifying in the same group) positions will be determined by blind draw. Players will be held responsible for being present for the play-off; those not present will forfeit their position. In all other flights, ties for the last position and ties in qualifying rounds shall be decided by the order in which scores are returned, the first score to be returned receiving the lowest available number, etc. If it is impossible to determine the order in which scores are returned, ties shall be determined by a blind draw.
Note: In a match that ends all square after 18 holes, the stipulated round is deemed to extend on a hole by hole basis beginning where the match began unless otherwise stated.

LOCAL RULES

 

OUT OF BOUNDS is defined by white stakes, perimeter fencing, boundaries are determined by the inside edge of posts at ground level EXCEPT on holes #17 and #18 the boundary is the inside edge of the street curb, if not otherwise marked. A ball which crosses a public road defined as Out of Bounds and comes to rest beyond that road is Out of Bounds, even though it may lie on another part of the course (Rule 27).


WATER HAZARDS and LATERAL WATER HAZARDS. Water hazards are defined by Yellow Lines & Stakes. Lateral water hazards are defined by Red Lines & Stakes. The lines are in the hazard.


INTEGRAL PARTS OF THE COURSE. There is NO FREE RELIEF from all integral parts of the course including mulched areas, flower beds, dirt or chipped cart paths or any tree wells chipped or not.


MOVABLE OBSTRUCTIONS. Stones in bunkers are considered “movable obstructions” and relief may be taken under Rule 24-1.


IMMOVABLE OBSTRUCTIONS THROUGH THE GREEN. Under Rule 24-2 relief is allowed if a ball lies through the green and an “immovable obstruction” on or within two club-lengths of the putting green and within two club-lengths of the ball intervenes on the line of play between the ball and hole, the player may take relief as follows: the ball must be lifted and dropped at the nearest point to where the ball lay, that is not nearer the hole, avoids intervention and is not in a hazard or on a putting green.


EMBEDDED BALL RULE is in effect “through the green.” The procedure in Appendix I Part B/4a is in effect.


DOUBT AS TO PROCEDURE: In stroke play, if a competitor is doubtful of her rights or the correct procedure during the play of a hole she may, without penalty, proceed under Rule 3-3 which permits her to play a second ball. After the doubtful situation has arisen, and before taking further action, the competitor must announce to her marker or fellow competitor that she intends to play two balls and which ball she wishes to count if the Rules permit. If she fails to do so, the provisions of Rule 3-3b (ii) apply. The competitor must report the facts of the situation to the Committee before returning her scorecard. If she fails to do so, she is disqualified. (Rule 3-3)

ACCIDENTAL MOVEMENT OF A BALL ON A PUTTING GREEN. When a player’s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, her partner, her opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. The Local Rule applies only when the player’s ball or ball-marker lies on the putting green and any movement is accidental. If it is determined that a player’s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced.

 

CONDITIONS

 

SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION: When play is suspended for a dangerous situation, all play must stop immediately. Play shall not resume until the Committee has ordered resumption of play. A suspension of play will be signaled by one prolonged siren. Players must leave the course immediately and return to the clubhouse as this is the safest spot during a storm. Club staff will come out to retrieve players without motorized carts. Players may stop play at anytime, if they think lightning threatens them, even though no signal has been given or heard. The Committee will be responsible for rescheduling, reducing, eliminating, or any other action deemed necessary, to complete the tournament. (Rule 6-8b)


DISTANCE MEASURING DEVICES: In this competition a player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance measuring-device to gauge or measure other conditions that might affect play (e.g. elevation changes, wind speed, etc.), the player is in breach of Rule 14-3.


ELECTRONIC DEVICES: Except in the event of an emergency, use of Cell Phones, Beepers, Pagers, Wireless Communication Devices or the Like are prohibited from use for communications (including internet) by player and caddie during the stipulated round. A distance-measuring application may be used on multi-functional device (mobile phone, PDA, etc.) provided the specific application is restricted to "distance only" and the device does not have any "non-conforming" features.  This is the case even if these other features are not being used. Violations could result in disqualification for the player involved as well as ineligibility for future events.


AUTOMOTIVE CART: Carts are for players and caddies only. The PSWGA Committee reserves the right to suspend such automotive transportation due to inclement weather. When a cart is shared by two players, the player is entitled to a single seat in the cart.


SCORECARDS: Immediately upon completion of play of the Qualifying Round, scorecards must be returned to the scoring area. Scorecards must be properly signed by the contestant and attested by the scorer. A scorecard is officially returned when the player leaves the scoring area. During the Match Play portion of the event, the result of the match must be reported, but a scorecard need not be returned. In match play once the player or players have reported their score to scoring area and left the scoring area, the result of the match is official and cannot be changed.


CLOSE OF COMPETITION: The competition shall be deemed to have closed when the trophy has been presented to the winner or in absence of a prize ceremony, when all scores have been approved by the Committee.


YARDAGES: Yardage markers are on sprinkler heads. The yardage is measured to the center of the green.


CART PATH RULES: When the cart rule for the day is SCATTER, players may travel in the rough or fairway. Cart riders should avoid the areas around any bunker or bunker edges. Carts must stay on the cart path on all par 3’s and around all tees and greens.

- Shelter is located at Club House and at the “Tee Bar” (accessible near holes #2, #7 & #8).
- Bathrooms are located at Club House and holes #2, #6, #8 and #16.
- Scoring Area located next to Pro Shop entrance
- Starters Table located near 1st tee
- Bottled water available on holes #5 and #13. Water coolers available on holes #11, #15 & #17. Complimentary iced tea, lemonade, water and snacks available for players at the “Tee Bar” (accessible near holes #2, #7 & #8).
- Driving range located at club entrance on the right. Range is limited to a MAXIMUM hitting distance of 195 yards.
- Putting green next to the clubhouse.
