Notice to Players, Local Rules & Conditions of Competition

 

The Rules of the United States Golf Association govern play, as modified by the Park Ridge Country Club. The complete text of Rules and Appendices may be found in the current Rules of Golf effective January 2023. Unless otherwise noted, the penalty for breach of a Local Rule is the general penalty.

 

 

 

COMPETITION –The competition is 18 holes, stroke play to determine the winner.

 

PLAYOFF – In the event of a tie after 18 holes, a playoff will begin immediately following the computation of scores for the final group. Please convene in the scoring area (near the Scoreboard) if you are involved in the playoff. The playoff will be three holes [#10, 17, and 18] and will be played under the Rules governing stroke play. The cumulative score after the three holes will determine the winner. If there remains a tie at the end of the three holes, the players affected will immediately continue their playoff in hole-by-hole competition under the Rules governing stroke play until a winner is determined [Sudden Death]. The hole-by-hole competition will commence on Hole # 18 and then be repeated if necessary until a winner is determined.

 

OUT OF BOUNDS – Defined by white stakes, lines and/or perimeter fencing. The maintenance area to the left of Hole 4 is out of bounds. The area between holes 8, 9 and 10 (excluding the short game area)  is out of bounds. The Driving Range to the left of Hole # 1 and the short game area between Holes 8,9, and 10 are in the General Area.

 

TEMPORARY IMMOVABLE OBSTRUCTIONS [TIO’s] – Leaderboards, Scoring Tents and Starting Tents are Temporary Immovable Obstructions. Local Rule as prescribed in Section 8 of the Committee Procedures is in effect. Model Local Rule F-23. Either side relief.

 

GROUND UNDER REPAIR [GUR]: – Defined by white lines. French drains are ground under repair. For grass-covered trenching, see Temporary Power Lines and Cables. GUR may include areas of unusual damage, but only when so declared by an authorized member of the Rules Committee. Shrubbery beds and bark chips are not considered GUR. Woodchips and mulch are loose impediments.

 

PENALTY AREAS When a penalty area is defined on only one side, it extends to infinity. When a penalty area is connected to the out-of-bounds edge, the penalty area extends to and coincides with the out-of-bounds.

 

IMMOVABLE OBSTRUCTIONS – All artificial paths and service roads marked or unmarked, are immovable obstructions unless otherwise deemed by the committee. Worn areas immediately adjacent to cart paths are deemed to be an extension of the cart paths or service roads. Landscaped garden areas completely encircled by an obstruction are part of the obstruction. The Clubhouse, Parking Lots, Halfway House, and Swimming Pool areas are immovable obstructions.

 

NO-PLAY ZONES – Behind the 18th hole, the bluestone and limestone patio area and immediately adjacent landscaped planted areas are a No-Play Zone within an Abnormal Course Condition. The Turf Nursery to the left of the 11th Putting Green is a No Play Zone within an Abnormal Ground Condition. Mandatory relief under Rule 16.1f. The stone and paved cart paths immediately adjacent to and outside of the No Play Zone are immovable obstructions. Mandatory relief under Rule 16.1b.

 

SHORT GAME PRACTICE AREA – The short game practice area between holes 8, 9 and 10 is in the General Area. The practice putting green is a Wrong Green. The two short-game area bunkers are defined as Ground Under Repair within the General Area.  Relief under 16.1b

 

RELIEF FROM SEAMS OF CUT TURF - Local Rule as prescribed in Section 8 of the Committee Procedures is in effect. Model Local Rule F-7. Relief is for the lie of the ball and area of intended swing only.

 

INTEGRAL OBJECTS – Include cables, rods, wires, and wrappings when closely attached to trees, and artificial walls and pilings and equipment when located in penalty areas and bunkers.

 

PRACTICE - Between the play of two holes, a player shall not play any practice stroke on or near the putting green of the hole last played and must not test the surface of the putting green of the hole last played by rolling a ball.

 

CLOSE OF COMPETITION - When all scores have been posted on the official scoreboard and approved by the PRCC Rules Committee, the result of the competition is deemed to have been officially announced.

UNDUE DELAY - A player shall be subject to a penalty if he unduly delays play.

 

STOPPING AND RESUMING PLAYLocal Rule as prescribed in Section 8 of the Committee Procedures is in effect. Model Local Rule J-1

 

All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so. Failure to comply may result in revocation of entry. Immediate suspension will be signaled by one prolonged siren/horn blast. Resumption of play will be signaled by 3 Short consecutive sirens/horn blasts
