NOTICE TO COMPETITORS

 

Rules of Competition

 

 

 

 

Duration

The Championship is a team event competed for by teams of unlimited number from each participating member country conducted by stroke play over 54 holes at the Teeth of the Dog, Links and Dye Fore (Marina-Chavon) courses at Casa de Campo Resort, La Romana, Dominican Republic, 18 holes each day on 25th, 26th and 27th April 2024.

 

Handicaps

Handicaps are determined by using the player’s handicap index up to the date of the event, as certified by the governing body of golf in the player’s country.  A course handicap for the for the event is determined by the course you are playing each round and the tee's you're playing from then using the USGA Course Handicap Table your playing handicap will be calculated.  This handicap is used to divide all competitors into flights.  Where a country does not use the USGA GHIN system for handicapping, the player’s playing handicap certified by that country’s governing body of golf as at 10th April, 2024 will be used.

 

Flights

Teams are divided into flights based upon handicap and gender.  The range of handicap in each flight is 5 strokes. Within each flight all competitors compete equally, and no handicap allowance is given.  All flights compete in a modified Stableford competition.  The modified Stableford points awarded are on a gross basis as follows:

2 over par             -              1 point

1 over par             -              2 points

Par                         -              3 points

1 under par           -              4 points

2 under par           -              5 points

3 under par           -              6 points

4 under par           -              7 points

 

  • Ball must be holed for points to count
  • If no points can be earned on the hole please pick up your ball

 

Team Scoring

The lowest individual score per round completed in each flight will count towards the team total. The team will be awarded points daily in each category, as follows:

1st in flight                           -              Points equal to the number of teams competing in the flight plus one.

2nd in flight                          -              Two points less than the winner.

3rd in flight                          -              Three points less than the winner.

4th in flight                          -              Four points less than the winner

and so on, until the last competing team in the flight which will be awarded 1 point.  The team with the most points in aggregate will win the trophy.

 

Ties

Teams which tie in a flight will be awarded the average of the points which apply for the relevant positions.  In the event of a tie for any trophy, the teams tied will be declared joint winners.

 

Rounds

The tournament shall be over 54 holes (3 rounds); however, should circumstances make it impossible to complete 54 holes the tournament may be determined by the results of 36 holes but on no account less.

 

Tees

First and Second Flights of the Men’s Division play from the Blue Tees on all courses; other Men’s Flights play from White Tees on all courses. Women’s Flights play from Red Tees on all courses.

 

 

Modification to Rules of Play and Conditions of Competition

(This Notice supplements the Rules of Play and Conditions of Competition applicable to all CGA Competitions)

 

UNLESS OTHERWISE SPECIFIED IN THE RULES OF GOLF, PENALTY FOR BREACH OF ANY LOCAL RULE - TWO STROKES.      MAXIMUM PENALTY FOR PERSISTENT BREACH - FOUR STROKES.

 

Practice

Practice chipping and putting will be permitted for thirty minutes prior to the start of the competition each day on the green closest to the hole at which a player is to start. Between the play of two holes, a player must not make any practice stroke on or near the putting green of the hole just completed and must not test the surface of that putting green by rubbing the putting green or rolling a ball (MLR I-2).   Practice play on the hole before the hole at which the player is to start is also permitted.  Practice on the competition courses or part of the courses on any day of the competition after the competition round is completed is permitted.

 

Out of Bounds

  1. A ball is out of bounds when it is beyond any wall defining a boundary.
  2. Private properties on the golf course are out of bounds.
  3. A ball at rest on or beyond a public road is out of bounds, even if it comes to rest on another part of the golf course that is in bounds for other holes.  
  4. Beyond any line of white stakes;
  5. Beyond the boundary rock walls to the right of Holes 8, 10 and 11, to the left of Holes 15 and 17 on Teeth of the Dog and on both sides of Hole 3 on The Links;

 

Ground Under Repair

Ground under Repair includes;

  1. all areas enclosed by white lines;
  2. French drains, even if not marked;
  3. all bare areas at entrance and exits of cart paths, even if not marked; and
  4. all fire ant hills or nests, even if not marked.
  5. any area of damaged ground that is considered by a referee to be abnormal.
  6. seams of cut turf; Model Local Rule F-7 is in effect. (But interference does not exist if the seam only interferes with the player’s stance).

                                                                                                                                                                                          

Obstructions

  1. The open drain on Hole 10 of the Teeth of the Dog is an immovable obstruction.
  2. White lined areas tying into cart paths are deemed part of the obstruction.
  3. Stones in bunkers are movable obstructions.
  4. All cart paths, whether paved or unpaved, are immovable obstructions;
  5. Internal rock walls are immovable obstructions (Teeth of the Dog-between holes 12 & 14)

 

Integral Parts of the Course

  1. Rock walls, railroad ties in bunkers and the bare or graveled areas surrounding trees are integral parts of the course.
  2. The sandy areas on the right of Holes 7, 9, 10 and 11 of the Dye Fore are “waste areas” and are integral parts of the course.
  3. Any sandy waste areas marked with blue stakes

 

Penalty Areas

Penalty areas are identified by red stakes.  When stakes are used, the margin is identified by the natural margin of the penalty area.  Where no stakes are present (e.g., Holes 2,5,6,7,8,14,15,16 and 17 on the Teeth of the Dog), the margin is defined by the golf course edge of the retaining walls bordering those penalty areas. (NOTE: The rocky and sandy area to the left of Hole 2 on the Teeth of the Dog is a penalty area).

 

Ball Drops

Holes 5, 7 and 16 of the Teeth of the Dog - As an additional option under Rule 17-1, if a ball is in the penalty area, the player may drop a ball under penalty of one stroke in the Red Teeing Area.

 

Embedded Ball

In the general, a ball that is embedded in its own pitch-mark in the ground, other than sand, may be lifted without penalty, cleaned and dropped in a relief area within one club length from a reference point directly behind the ball, but not nearer the hole and must be in the general area.  The ball when dropped must first strike a part of the course in the general area.

 

Play 2 Balls When Uncertain What to Do (Rule 20.1c (3))

If any question arises as to The Rules during play, it is recommended that a player proceed under Rule 20.1c (3).  

The player MUST announce play of a second ball, select the one to count, hole out with both balls, and the MUST  

report to the Rules Committee.

 

 

Distance Measuring Devices

In this competition, a player may obtain distance information by using a device which measures distance only.  If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, windspeed, temperature etc.), the player is in breach of Rule 4-3, first breach from a single act or related acts-General penalty, second breach unrelated to first breach -Disqualification.

 

Deciding Ties

In the event of a tie for any trophy it shall be held equally. Players who tie in a flight will be awarded the points which apply for the relevant position (Team Championships). For individual flight prizes, the low Teeth of the Dog will be used to break ties, if still tied the last 9, if still tied the last 6, if still tied the last 3, if still tied 18 back to 1. If still tied the next course will be the Links then Dye Fore. In the event of rain - the last round played will be used to determine ties. 

 

Returning of Scorecard

Scorecards must be signed and returned to a CGA or Casa de Campo official at the course’s caddie master area immediately after play. A player’s scorecard is deemed officially returned when the player has left the scoring area (given the card to an official tournament or staff or dropped the card in the box). Holes on the scorecard where there is no score should be either blank or marked X.
