Local Rules of the host course do not apply. The Committee in Charge will settle all questions. Reference to the Rules and Local Rules may be found in the Official Guide to the Rules of Golf. Unless otherwise noted the penalty for breach of a Local Rule or Condition is: 2 Strokes.

Distance-Measuring Devices - In local qualifying and in the Championship proper, a player may obtain distance information by use of a distance-measuring device. If, during the round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule 4.3. Please review the guidelines for their use and for restrictions on their capabilities HERE.
One-Ball Rule - The “One-Ball Rule” is NOT in effect at local qualifying. It will be in effect at the Championship.
Transportation - Please read entire section - The player or the player’s caddie may ride in a golf cart during a stipulated round, but both may not ride at the same time. Additionally, the USGA reserves the right to limit or suspend the use of golf carts due to inclement weather, unsafe use of the golf cart or circumstances where use of the golf cart would present a hazard to others, the course officials, the golf course or for other unforeseen circumstances.
If two players in a group request a golf cart, only one cart will be distributed to that group. If three players request a golf cart, two carts will be distributed.
If the player’s caddie has a disability and the caddie would like to ride in a golf cart throughout the stipulated round in addition to the player, consistent with the Americans with Disabilities Act (ADA), a disabled caddie may be permitted to use of a golf cart as an accommodation to his or her disability. As required by the ADA, the USGA will evaluate such requests on a case-by-case basis. To evaluate such requests, submission of the Golf Cart Request Form for the caddie is required (as well as additional\important information for first time and subsequent requests for a golf cart). Only the player may request a cart for his caddie. The Official Cart Policy for players is HERE. Info-Graphic is HERE
Groove and Punch Mark Specifications - The player's clubs must conform to the groove and punch mark specifications in the Rules of Golf that are effective from January 1, 2010. You may access additional information here: Groove Condition and Groove and Punch Mark Graphic. The committee in charge of the competition is under no obligation to confirm conformance of any club for any reason. Model Local Rule G-2 Questions on Grooves answered HERE.

Pace of Play Guidelines and Procedures
This qualifying site follows the USGA Pace of Play Guidelines. The Pace of Play Policy is HERE. An abbreviated version will be printed on the back of the Hole Location chart. Spectator Carts
USGA policy prohibits spectator carts. There are no exceptions to this policy.
Practice Range
The practice range opens one hour before the first starting time weather permitting. Range balls will be set up at the practice range and are complimentary for competitors only before the stipulated round or a play-off. Please allow time to get from the range to your starting tee.
Play-off
In the event of a tie for the final qualifying positions or alternate positions, a playoff will begin immediately upon the completion of all play and final verification of scores. It is the player's responsibility to be aware of where he stands in relation to the leaders and the possibility of being in a playoff. Do not leave unless you are absolutely positive you are out of the 'mix.' W will not track you down. Playoff information will be posted on the scoreboard.

When Competition is Final
The competition is final when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee.
Please advise me as soon as practical if you are aware of a spectator (usually a family member), intending to watch your play during Qualifying, with a mobility impairment. Please encourage that person to contact me no later than five days before the qualifier to discuss available options for viewing play. We will make every effort, within our personnel constraints and the limited number of golf carts available, to accommodate spectators with disabilities under the Americans with Disabilities Act (ADA).
